At the beginning, how was the threshold set in Thailand? Who started? and how did it work? what needed to start the discussion of setting up the threshold? (Health economic guideline?)

Yot Teerawattananon: this is part of the current study by HITAP in thailand. For now, i can say that the threshold was set the first time when we started using economic evaluation to inform the coverage of pharmaceuticals under the NLEM. It was a political decision made by the subcom of NLEM under the that moph, and later was also endorsed by the subcom of the UCBP under the NHSO.
